Can the management committee stop complete house rennovation work like paintings, PoP, Carpentory for dispute over extension of balcony area?

We have written approval from MC for doing extension of balcony area which is already done by majority of flats. However MC has taken back approval and asking for corporation approval before they allow pending work. The complete house rennovation is stopped while we have pending work like paitings, PoP and carpentary.
What steps we can take to unblock our pending internal work? Police could not help in this. Our work is stopped almost for last 3 months and we are suffering huge losses. Complaint is already made to DDR, but procedure will take time. -
